Is there a way to re-send bills and/or overdue notifications to a patron?

For Next-Generation Notifications, notifications can be resent if certain settings are in place. See the August 2025 Release Notes for a full overview of the necessary configuration and workflow.

For legacy notifications, there is no way to re-send Circulation notifications, be they billing or overdues, without replicating the "event" again. The legacy system works on an event and flag system. The event triggers the notifications, and then that trigger acts as a flag for the rest. For instance, an item going overdue in 3 days may be the event, as it triggers the notifications process, and subsequent notifications are based on the flag that the previous notification was sent.

Because of this, the only way to send legacy notifications out again is to replicate what they need to send out (check out another item, wait X amount of days, etc.).
