How do I resolve an outdated stanza with OCLC hosted EZproxy

Symptom

The stanza is not showing the same updated date on the EZproxy menu page as what is published by OCLC for the stanza

Resolution
  1.  If a self-service library, run a build by loading a new flag.txt file for preprod and then for prod
