Currency symbol in LHR reverted to institution currency when change happens in LHR text-view editor

The currency for a cost in the 876$c field now displays correctly with what was added by the user after editing the copy in the LHR text-view editor. Previously, the 852 subfields were reordered after making updates to the copy in the LHR text-view editor and the currency reverted back to the institution's default currency defined in the Service Configuration. 

Call number duplicate check did not work consistently 

The call number duplicate check now works correctly. Previously, it didn't return correct results in the case that 852 subfields were added in a non-canonical order.
